High-intensity rainfall over a short duration is a major immediate trigger, compounded by unplanned urban growth, encroachment of natural water bodies, inadequate sewer systems and inadequate rainwater drainage.
The problem is therefore both climatic and man-made. Climate change can intensify extreme precipitation, but rainfall becomes a disaster principally when governance and planning fail.
