Modern river governance increasingly emphasises equitable and reasonable utilisation, avoidance of significant transboundary harm, exchange of hydrological information, prior consultation, ecosystem protection and cooperative basin management.
A strong future Ganga arrangement should therefore move beyond a rigid volumetric division and include ecological and climatic dimensions.
