A fixed or semi-fixed flow-sharing formula becomes difficult when rainfall and river discharge become more variable.
A more modern system could incorporate dynamic hydrological triggers. Allocation rules might respond to actual basin rainfall, reservoir levels, soil moisture, snowmelt, groundwater stress and observed discharge.
